Advisory Services

Levenhall, a Washington, DC–based strategic advisory firm, handles all commercial advisory work. Levenhall and OTX International — TAFI's parent organization — share common ownership. A structural firewall separates Levenhall's commercial work from TAFI's public research.

TAFI is the public-research program. Levenhall is the commercial advisory firm. They share roots and certain personnel, but the organizations maintain structural and operational separation so that neither compromises the other.

What Levenhall does

Levenhall solves a specific problem: how international defense and security firms from allied democracies gain meaningful access to US government contracts. Levenhall does not broker introductions or sell market reports. It designs market entry: entity structure, regulatory pathway, procurement vehicle, and US-based leadership.

The work spans four lines:

  • Market Entry Advisory. Procurement landscape mapping, agency targeting, regulatory pathway analysis (ITAR / EAR / FAR / DFARS), and an operational entry plan.
  • Rapid Procurement Pathways. Designing CSO, OTA, and follow-on production approaches that move from solicitation to award in 60–120 days.
  • Executive Placement. Levenhall maintains a vetted network of former senior government officials, military officers, and defense industry executives ready to lead US operations.
  • International Tax Services. Cross-border entity structuring, transfer pricing, and treaty analysis through Levenhall's partnership with CST Tax.

Who Levenhall serves

  • Defense and security firms based in the United Kingdom, Australia, Canada, New Zealand, NATO member states, and select allied partners.
  • Allied governments and agencies seeking advisory on US procurement pathways.
  • Investors and primes evaluating allied defense technology entering the US market.

How TAFI keeps its public research independent of Levenhall's commercial work

Different vehicles. Levenhall—not TAFI—contracts all commercial advisory engagements. TAFI is a research program of OTX International, an independent 501(c)(3) public charity. Levenhall is a separate commercial firm.

No review rights. Levenhall clients hold no review rights over TAFI's public research, briefings, or commentary. TAFI publishes findings that cut against prior work as readily as findings that confirm it.

No briefing of drafts. Funders—commercial or philanthropic—do not see TAFI drafts before peer reviewers do.

Disclosure. Where a TAFI publication touches on a topic on which Levenhall has done commercial work, TAFI discloses the relationship in the piece.

Conflict checks. Levenhall conducts conflict and compliance review on each engagement before accepting it. Where a conflict cannot be managed cleanly, Levenhall declines the engagement.
