TAFI is the public-research program. Levenhall is the commercial advisory firm. They share roots and certain personnel, but the organizations maintain structural and operational separation so that neither compromises the other.
Levenhall solves a specific problem: how international defense and security firms from allied democracies gain meaningful access to US government contracts. Levenhall does not broker introductions or sell market reports. It designs market entry: entity structure, regulatory pathway, procurement vehicle, and US-based leadership.
The work spans four lines:
Different vehicles. Levenhall—not TAFI—contracts all commercial advisory engagements. TAFI is a research program of OTX International, an independent 501(c)(3) public charity. Levenhall is a separate commercial firm.
No review rights. Levenhall clients hold no review rights over TAFI's public research, briefings, or commentary. TAFI publishes findings that cut against prior work as readily as findings that confirm it.
No briefing of drafts. Funders—commercial or philanthropic—do not see TAFI drafts before peer reviewers do.
Disclosure. Where a TAFI publication touches on a topic on which Levenhall has done commercial work, TAFI discloses the relationship in the piece.
Conflict checks. Levenhall conducts conflict and compliance review on each engagement before accepting it. Where a conflict cannot be managed cleanly, Levenhall declines the engagement.
